I bought my house in August. The mulch in the front yard has since deteriorated and stink horns have begun to sprout. I plan to remulch this weekend but I am not sure if I need to remove the deteriorated mulch (it is biodegradable) or if I can just mulch over the top. Any help?
 
If they put down fabic or poly under the mulch, you want to remove the old because it will turn into dirt and then you will have a mess. If you don't have anything under it, leave it there, it will add to the soil.
