i am replacing the foundation of my house and will be putting in a new water line in to the house a sleeve will go in the wall what is the best way to seal it up so the sleeve and around the water line don't leak. my block will be filled with concrete. im looking for best practices
 
We leave 2" pipe for water and 7" pipe for sewer and once the pipes a put thru, they are packed with expanding grout.
 
I fill with expanding grout, then seal the over that with fibered tar on the outside of the foundation.

your pipe should be placed in the center of the sleeve, and shall not be subject to any building load

annual space between pipe and sleeve shall be sealed and made water tite

that's what ill do and seal it Hydraulic Cement and lost's tar
