Quality is easy to feel/see but hard to define. When I took down a cheap/junk ceiling fan and replaced it with a nice Hunter I found the Hunter was the quality level I was comfortable with.

Anybody know where to find quality fixtures, like a simple ceiling light?

In the spring, Costco sells good quality items at a really good price.
 
There are any number of "quality" lighting vendors so, let google be your friend.
 
A lighting showroom is generally going to have better quality fixtures than Home Depot and Lowe's. The interwebs can be your friend as well. Most everything fixture wise at big blue and big orange are imported from China or Mexico these days. Mass produced and inexpensive.
