I was thinking of coating my concrete front steps. the cheap layer of concrete is peeling up and exposing the boulders they used as aggregate. Could I use Mortar or Thinset to lever this off, or should I go and get a cup of concrete from somewhere?
 
Usually that means that your concrete is failing. If you truly want to give it a few more years you can buy a bag of sack n Patch and use a concrete glue to help it bond.
