Yeah, I ready tried that. They said it's fine. It's just a small low spot and rain sits in it when it rains. It's annoying
 
If the issue is just standing water you may want to remove some of the existing soil from around it and replace it with sand. Cover that with some of the top soil. Should make it percolate quicker.
 
Would it be ok to put a piece of plastic between the meter opening and the brick I use to raise the lid? Just don't want a ton of water getting inside of it. I didn't know if that would make it too humid or hot inside.
 
It's likely open on the bottom so the water will be there anyway, there are glues that would holdi it in place and be waterproof.
