It seems that below the blown insulation there are some even older fiber glass insulation with one face with paper (I assume that would be sort of vapor barrier). Would the paper face of the mineral wool or fiberglass suffice as a vapor barrier.?

Yes, that is called faced insulation and that paper (if properly installed) is a vapor barrier. It is not the best way IMO but is widely used.

That is what it is sold as. I haven't seen it up here for years.
 
Getting ready for my firs trying at removing the insulation with the leaf blower/vac plus a hose attachment. The following:

Of course the blower will the used as a vacuum only, and it has a metallic impeller to churn out anything else that comes into it. Also, part of the setup is a 32gallons trash can and bags. Very low clearance is a problem in the attic, and wish there was a long pipe directly attached to the vacuum going outside to some large container. Anyhow, hopefully it will work out to some degree .
