Your bigger problem is ground water that can come up from below, that why I suggested a solid seal on the foundation up on the wall run the metal up the wall to protect the seal behind whatever you do for siding. It could fill upolike a pool and won't leak.
I wouldn't give the pavers a cushion any more than I would want edgers to move.
