I found a home with flood damage. The backyard goes down hill toward the house so I am sure that is the cause of the damage. Could I set up a circular ditch with a mound of soil or sand next to it and force the water to flow around the home and into the drain in the street?
 
Without someone being there to look at it there's little chance anyone here can do anything but guess.
 
I second Joes opinion, get someone out there that can see the issues combined.
 
is this a basement house or crawl space or slab?

It is a basement. It snowed heavy yesterday and melted fast yesterday so I checked out the basement and there was no water. I did notice water marks going down from the basement window.
 
Is it actually flood damage or just a drainage issue? If the property is in a flood zone then that's a whole different deal than if it's a drainage problem.
