1920 bungalow, floor is sagging in a few places. Was told there were not enough floor joist used when house built. What is the best way to install new joistS? Would joist hangers be better than toenailing them in? Also should I put in more piers?

Welcome SheDee:
If your floor joists are spaced at 24" on center, you may want to consider another joist centered between the existing ones. Yes, joist hangers are the best way to install them.
For the sagging floors, a new 4 X 6 beam centered under the existing joists and perpendicular to them, blocked up every 4' by digging down to bearing dirt and stacking concrete blocks to hold them. With the new beam at midpoints you may not need new joists.

Easy way to fix this is with jack posts.

You can straighten the joist then sister another beam along it. At that point you could take the jack posts out or leave them in or do as Glen suggests with the concrete would be best. Probably the jack posts would work on their own depends how far you want to go with it really.
