We have a Kenmore Elite 2008 side by side and freezer on the bottom. It all started when the freezer stopped producing ice and it wasn't cold anymore then the fridge started loosing temperature. I had a Sears contractor come over and he said it was the compressor and there were two one for the fridge and one for the freezer, well when we checked online it said there was only one compressor and we borrowed a voltage tester from the neighbor and looked up all the schematics and it all pointed to the capacitor starter but it still is taking too much time to cool after setting for 24hrs. So what are your thoughts?

Doesn't have one....newer units will have a run capacitor but it is for energy efficiency....you meant the start relay/overload?

What is working?...what is not working? Compressor now is running? Fan(s) are running? Frost pattern on the evaporator/cooling coils looks like...what?

The fans are running but the compressor isn't but every so often and it's not getting cold enough

When ever the evaporator fan and condenser fan are running the compressor should also be running at the same time.
That should be investigated.....power to the compressor when it should be running but is not, no power to the compressor when it should be running but is not...etc.
