I am in Syracuse NY, I have 1 layer of shingles on my roof that are starting to deteriorate . Can I lay another layer of shingles on top of the old shingles?
 
You're better off just calling your local building inspector or department.
 
Most local codes allow for an additional layer of roofing material to be installed. Problem is, you will not be able to correct any problems in the existing structure if there are any. An additional layer will cut the life expectancy of the new roof system. Your installer might not use long enough fasteners. Wall flashings will probably not be replaced. It will cost you a lot more next time to re-roof because of the additional labor cost to remove 2 layers.

Penny wise and dollar foolish, to just add another layer... just my :2cents:
 
Sometimes, you have to do what you have $ for.
I had to do a "shingle over" due to funds when the roof had to be replaced.
The roofer did a real nice job, lays flat and used longer nails to account for the second layer.
However, this will shorten the life expectancy of the shingle and in some cases, voids the warranty on the shingles.
