I have a small cottage, where they let water run along the side. The floor has been removed in one room. It is just dirt now. Found the sill plate has rotted out in one corner. Sit on block. Not much room to get a jack under the wall without pulling a block out. Wondering if you could put a board across ceiling, down to a jack and lift the wall that way.
 
Yes, maybe, but it is not very safe. You might add some straps from the wall framing to the trusses or the ceiling joists. In fact, if the ceiling joists are not attached to the walls very well, then No, you can't lift anything but the ceiling off of the wall. Check the construction of the walls relative to the ceiling joists before you tear the ceiling loose!
