I am taking out some acoustic tile ceilings and re-drywalling on the second floor (underside of the attic). In addition, I will be adding cellulous insulation over some vermiculite in the attic.

I don't want to disturb the vermiculite, but I would like a vapor barrier. So I wondered if it made sense to add a plastic vapor barrier from below first while the acoustic tile is down and before the drywall goes up on the strapping.

Is there any reason NOT to do this? More specifically, I was wondering if there was any risk of mold/condensation issues between the new drywall and the old plaster ceiling of I put plastic on the underside of the strapping before the drywall goes up.

If the paint on the plaster is in good shape it is somewhat of a bearier. Plaster should not support mold so you should be fine to put another bearier there. I think.
