What kind of deck surface is this? I'd like to paint/maintain it. It seems to be paint over thin metal sheets. Really what I want to know is what paint/product to use on it.

Welcome to the site.
The metal you see around the edges is just a flashing, that will be 2' x 2' or something with just that much under the finish.

It may be a product like this, which is one of many. Showing photos to people that sell these kind of products might be a good idea.

I think they are known as paint on rubber decking.

While the flashing is just the edging, the use of bonderized flashing insures a level of adhesion that plain galv. flashing require labor to prepare for.
 
Thanks. So given this, what would you suggest would be the best product to paint this deck? It is in good condition, it's just time for another coat of... something.

Sadly, TufDek is not sold near where I live (Northern California).

As an afterthought, if you just click on the links provided they should open, however if you are typing them in long handed, they may take some time to open, but they do eventually.

They have been in business for a long time and it's apparent that their IT has not "adjusted" to the expansion in their product line.
 
Google "flexible stone coating" there are a few of them, I've used Hardrock which worked well but I'm not sure they have dealers in the US, Rustoleum - StoneEffects and then there is Tufflex - Flexstone maybe others too they are the ones I know about.
