When tiling in bath where there was a toilet flange is it recommended that flange be flush with new tile ,installed on tile board ..or is it better for it to be on top of tile .There will be tile board and wood subfloor under the tile

Flush to avoid having to install shims to eliminate wobble
 
Just faced this exact problem yesterday. Most guys do a double wax ring for installation. The ring that goes into the hole is an "extra thick" ring and has a plastic cone for strength. The 2nd ring is a typical unreinforced wax ring.

The alternative is to install a spacer to elevate the flange connection. Check out this approach ....

Actually........the ideal way is to have the flange bottom on top of the finished flooring. However, if it's a little lower it'll still work. Just use a thicker wax ring or the shims as stated.

.Here is a pic of the drain. .I was going to use a flange that has the metal edge -thinner .then goes inside pipe on top of tile.Holes drilled thru tile.
.. the older one was the thicker plastic and it was on the tile board .I can remove some of tile if i have to but would prefer not to.

I was going to go with this type with the metal ring since its much flatter and not as high as the other one in pic all plastic..on top of tile..
And if what jaz say is ideal way to go ill be ok..(He has tile company)
