I have a Lennox A/C unit. The furnace is sepperate in the attic and the a/c is outside.
The fan blows cool air, but it is having problems keeping the house at what the thermostat is set for.
I checked the a/c outside. A brass fitting connected to the a/c was frosted over.

I have read several threads. Several are similar problems, but not exact. could this be a capacitor? If so, where is it located in the unit? how do i test it (i don't have any meters)? and how do i replace it?

While there are several factors that could be effecting the performance of your unit, one of the more common problems is low freon level. Check to see that you have at least a 20 degree drop in temperature difference between the supply and return air temps. If not, have a technician look over your system and measure the level of freon in your system.
