sealing bottom of door in garage?

Hi everyone

This picture is taken in the garage, showing the bottom of the door and wooden stairs leading up to the house.

I noticed that where the wood meets the metal is not sealed. Should I seal it? If so, would I just use external-grade caulk?

You can seal it with exterior grade caulk if you so desire.
Is there a draft coming in under the threshold?

I could not feel a draft. It is below the floor surface in the house.

I don't know if there could still be heat loss if this part is not caulked?

The garage is colder than the house in the winter, but warmer than outside.

I would think you lose more air between the door and the threshold. A better seal could be installed there.
