Removing paint overspray on interior home windows?

we had the interior of our home painted several years ago and are planning on selling it now but there are some bad paint over spray sections from a paint gun on the sides of the interior windows. will paint thinner work or is there another way to do it? what about on the bathroom tile?
 
I assume this was latex. If so, wet it down with a warm soapy dishrag and then scrape with a EDITED (scraper). No need for thinner on latex.

Thanks Neal - I misread this as being on the glass. Definitely don't want a razor blade on vinyl. Still, hot soapy water on a rag would help loosen up the paint on the vinyl.
