wet walls above grade...help!

I have a split level home with a basement that is partally above grade (the foundation comes up about 4' and the rest is above grarde. I am doing a reno on my bathroom in the basement and i found that the plywood outside wall above grade is saturated and it seems that the whole wall has this issue. where do i go from here? please help
 
Your grade on the wood wall is too high (wood portion should be 6" above the soil) and the drainage might be poor.

If you have fiberglass insulation and that got wet, it will not dry out and can feed the moisture to the wood. fiberglass technically does not absorb much moisture, but it can hold it in the wall and slowly release it to the wood.

Just a guess without a photo.

Plumbing leak from kitchen or bathroom upstairs? Leaky roof. Is this wall wet to to the floor joists or just the bottom.
