I want to know what is the curing period for 3 coats system stucco between coats.Our contractor wants to apply the brown coat after 3 days of puting the scratch coat. Is this right?

I'm not sure and I will be interested to know the definitive answer. However, I'm going to hazard a guess that there is a chemical bond that is created between the three coats that depends on the coats curing together.
