a small spot close to my house (circled in red) is probablly lower than the ground around, so whenever it rains, it takes much longer for it to dry. It rained two days ago, and has been sunny since then, but the ground is still kind of wet.

So I am thinking of making a rain garden over there. Is there any thing I need to pay attention to?

Mke sure you are not on top of a septic tank.
Dont'raise it above the ground that is towards the house foundation.

Sorry for the slow response, was away for a few days.
Do you have a septic syatem or town sewer system?
If you have a septic system, when the house was built there should be a site plan showing the septic system. or check with the local building dept, they should have records from when the house was built,

Sometimes it is the area health department that has the records.
And if you cannot get a site plan because there are non, your local septic folks can find everything for you.
