we have a sunk in living room and rain water is leaking in and also in the air vent. where do we start with the fixing
 
You really can't fix it until you figure out where the water is coming from. Is it ground water or rain water from run off or gutter down spouts?
 
Welcome the site. If the perimeter drain is working there should be no water under the house. There is always a possibility of strange things like plumbing or roof leaks that are not noticed or on a really bad day, a leak in the main water supply to the house.
In new houses downspout go to a pipe seperate than the perimeter drain. The latter will be at or just below the level of the footings. You will need to know that it is running freely and then you are looking for water running when you might expect it to be dry. Might indicate water comming from other than the ground.
 
1st off, IS there a sub-floor exterior perimeter drain ? if so, is it working properly ? when it collects water, does the wtr drain downhill OR must it be pumped somewhere ? thinking of your living room as a ship's hull below the waterline often helps 1 resolve problems,,, sometimes it doesn't matter where the water's coming from when you have problems in below-grade single-story homes,,, that's not to say you fix a problem that doesn't yet exist on the other side of the house OR that you ignore faulty siding, etc
