The past winter has been horrible on this cinder block stair - the edges of the blocks are crumbling in 4 or 5 places. It crumbles daily. Short of tearing out the stairs and starting over is there anything we can do to repair the steps and make them safe again?

You can patch ... be careful to not punch through the blocks in case they are not filled. Here is a good general video from QuikCrete ... I have used their products a lot and they work. You may have to grind all the paint away from the damage so the new cement can adhere. No big deal with an angle grinder ... If you want, you could float the entire step so the look will be uniform instead of showing a patch.

After it cures completely, you can repaint and pop a beer!

It's nice to see that old stuff, so practical and do it all yourself, not go out to the store and buy from China.
