Foundation wall above grade repair

Hi, I own a house that was built in the 1930's.

The problem I have is my exterior foundation wall above grade needs foundation wall repair. The concrete finish is breaking off in small pieces in many places. There is wire mesh holding this concrete together.

What is the best way to repair this foundation wall?

I have included pictures.

What we are looking at is stucco, we can hope it is covering the foundation as it is down to grade. You will have to do a little more digging to make sure you don't have wood behind it at ground level.
 
Stucco in damp, wet climates is never a good idea. I'd look into removing all of it, replacing with Hardiplank or something similar.
