Edge of overflow drain wet, but we don't use this tub much

A second steel or iron bathtub that we don't use much...(and are in the process of getting a little drip fixed on the main bath/wall spout..plumber had order a part), and plan on getting some minor rusted areas/the tub refinished soon...



But anyway besides a little drip from main spout which we're getting fixed tomorrow (not much water, just a little drip that the main drain handles easily), but seems like overflow drain is a little wet too and a little rust streak kinda streaks from overflow inlet over the last few months.

The plumber working on that tub didn't have much idea what could be causing it other to say to get it refinished. We did remove and replace the faceplate with a nicer faceplate over the overflow last year, and noticed the screws were a little rusted out. The bathtub may have to be replaced at some point. But for the rust/wetness around the overflow...any ideas? Could it be with the leak, that the water that might try to go up to the shower head (if the diverter valve is only moving like 95% of the water to main wall faucet) is somehow draining back into overflow drain? Any ideas?
 
There is no supply to the overflow, it just connects to the tub drain below the tub, any water there may just be condensation.
