My ac unit stopped cooling today. The outside fan is on. I touched the freon line and iut was not cool. There was also liquid at the recharge nozzle in the insulation. The unit is only three years old. How often should you recharge the freon? Also in the furnace there is a fan hooked to an exaust line. Does this need to be running with the ac or just the heat?

Sounds like you may have a freon leak but, could also be some other issues going on.
You should not have to charge the system unless you have a leak.
The venter motor should only be running when in "Heat" mode and has noting to do with the lack of cooling.
Have you checked your warranty?
