Default receptacle above ceiling

Is it acceptable to install an unswitched, 120V outlet above a drop ceiling in an commercial/industrial environment?

If not, what code paragraph/section prohibits this?

I believe the correct answer is "No" but, I can not find the code to support this.

The receptacle is legal, but any cords that might pass through the ceiling are not.

See this: Mike Holt graphic.
