Default Recessed Lighting

I just bought a house with recessed can lighting in the kitchen. Two of the lights appear to have black dust or black ash around them. We could not see it when we bought the house, because the lights were on. It can only be seen when the recessed lights are off. What could this mean? Is it indicative of a fire?
