We have a very small older house that we have pulled up the carpet and pad. Under that is a dark patterned Felt type substance that is attached to some kind of glued down floor tile. It is proving to be very difficult to remove but I am wondering what it is.

Well I don't think that is it because it would have been the top. The "back" of that Textured Fome/Felt stuff is a hard tile type flooring. I think this fuzzy top stuff is actually what they would have walked around on. it is definitely not the "backing".
 
If the house is as old as the 30s it could be rubber tile, it came in sizes from 3" sq to 12" sq.
 
interesting... I will have to see if it that old and I will look up rubber tile just for kicks
 
If this is on top of the tile, it is probably the backing of some old bubble rubber pad.
 
we decided just to scrape off the fuzzy stuff and leave the tiles in place. We had to do some leveling of the flooring but we just used a laminate floor over it and it looks great.
