Default sealing air from getting in house

I've noticed air drafts coming through my outlet covers and even through the prong holes. Best way to seal these drafts with clear caulk?

There are insulation "stickers" that stick to the back of your plug covers, they do a pretty good job and they are pretty cheap. You can find them at any big box store.

Use caulking/canned foam in the attic/crawl/basement on the wiring/plumbing holes there. Air movement degrades air permeable cavity insulation by 66%. Check under the base trim at the carpet/wood floor for air movement also. If substantial, remove the trim and caulk the gap below the drywall/plaster. This will help slow the "stack effect" from mechanical and natural means:

Go under the house and in the attic and seal the over sized holes that were drilled to run the wires with expanding foam. While your up there or under there there's going to be lots of other air spaces needing filling. Check around all the plumbing areas. Lighting and fan fixtures.
If this is a really old house more then likly it was what's called ballon framing. The walls are open from basement to attic. There needs to be blocking installed at the bottom and top of every stud bay.
