You get 220 by having both legs opposed not connected. The risk everyone is concerned about is if your power you don’t know where it’s coming from happened to be that other leg of the 220. Power coming in from the pole has two hot legs and a ground. Ether leg to ground is 110 leg to leg is 220. They are 180 out of phase. You need to have someone that knows what they are doing and can gain access to all the units straighten this out.

All you need to understand is danger! As it involves more than just you power, the building should be hiring someone. If you can't get a quik responce call the people that do electical inspections in your area, they will bring prompt attention to it.
