Chalking is just a natural aging process of paint. All paints chalk, but some more than others. Typically the better paints will chalk less, and this is one area where you get what you pay for. So spend an much as the budget will allow.
When you do repaint though, make sure to wash off all that chalk, as it will interfere with adhesion of your coating. A good rule of thumb for paint to stick is:
