Default stabilise or not

Some say stabilise new walls first before painting, some say only stabilise if the walls are powdery, some say not to stabilise but use a water down first coat.

some say if you stabilise first it will give you problems later, what are these problems?

What do you mean by stabilize? New walls, clean, prime and paint, done.
