would a ground fault receptacle work the same as a surge suppressor?
 
NOPE. Surge suppressor protects devices from sudden spikes in current which could damage the electronics. A power spike, also called transient voltage, is an increase in voltage significantly above the designated level in a flow of electricity. The GFCI is a device which monitors the imbalance of current between the ungrounded (hot) and grounded (neutral) conductor of a given circuit. If the imbalance exceeds a set amount, it trips to protect you (or a device) from a shock. Use them properly and you will be happy ... otherwise ... :D
