Concrete voids under fiberglass pan

My contractor has installed a fiberglass (?) pan over cement for my shower replacement. The walls are engineered stone sitting on the Pan. The pan has a void under it. I can feel in "sink" slightly when I walk on it. The contractor says its normal for pre-formed pans to have voids. I have one in my other bathroom that has no voids and is solidly laying on the underlying cement.
Are voids acceptable or will they limit the life of the pan? Any ideas as to a fix?
