Under deck draining system, do I need to seal underneath before installing system?

I'll be sealing my deck (off the second story) soon, and I'll be installing a draining system afterwards as we have a deck under it and I'd like to sit out there during when it rains


Should I seal underneath too? I only ask because the draining system will cut off air flow from underneath so it won't dry like it would if there was nothing there
 
Have you picked out a product to provide the drainage? If it is one of the systems offered by deck material makers (like Trex) they might have some advice, or they may specify how to ventilate properly. Even if you are planning on a DIY drainage system, their advice might help you design it properly.
