Bathroom ceiling paint blistering

Hello all,

(Note, this is going to be the second go-round getting the bathroom ceiling painted. The issues described below are the same, albeit less than the first time.)

It's best described in the photos below. These pics are taken directly above the bath/shower. In the pictures where you see a reddish substance, this is the thing that confuses me the most. It is very sticky to the touch, no odour that I can detect.

I have read all the stuff about ceiling fans. I don't think that's it.

What is going on here?
Is this a reaction to previous paint jobs?
Should I be doing the scrap/clean with bleach thing, or should I just replace the entire ceiling?

You do use the fan and leave it running for 15 minutes after a shower?
Was the previous paint job high gloss oil paint?

Just guessing.:confused:
 
It's an adhesion failure exacerbated by excessive condensation. In your place, I'd drywall over it then prime and top coat with a quality moisture resistant bathroom paint. It appears that you may also have to increase ventilation.
 
Don't know as I would drywall over it but it certainly needs scraped off, skimmed, sanded, etc, then do as stated above. I would oil prime(coverstain )
