I want to flush mount female panelmates for hurricane panel installation (in concrete block / stucco), but am not sure how to set the PMD-1 combo drill bit for countersinking.

Does it go like this, with a countersink for just the top of the hex head:

Or like this, with a countersink for the entire non-threaded portion:

In the first case, I wonder if I'd have trouble driving the head all the way in. in the second case, it seems the non-threaded portion below the hex head would be loose, since the
countersink is larger than it is.

Anyone know how this goes? There really doesn't seem to be any specifics out there, Elco seems to assume that you just know this kind of thing, but I don't do this sort of thing professionally. Just trying to get my own house prepared.

I have not seen them before but if they are a permanent anchor I think the second picture wood be right.
 
What have you gained by setting the screw head beneath the surface of the stucco, you can't attach anything too them unless there is a threaded protrusion.

I think it has a threaded hole in the head. It would be availabe to bolt to with out dealing with anchors every time.
 
Yes, for sure. I'm just not sure about how much to countersink to make that happen. I think I'll just buy a CMU and do a test.

The counter sink would want to be as deep as the top fatter piece. Looks like a half inch.
If that is the right drill bit for it.
