Default blocked foundation repair exterior

I have a blocked foundation that needs some repair. some of the existing morter fell out. no water in basement yet. What can i use to fill cracks and put a skim coat over the blocks on the exterior of my house to make them look neet ,finished and safe from the elements espically snow and rain.

you could repoint the jnts & coat w/thoroseal,,, working crks need sealant, not caulk,,, see the post on d/w crks
