Patio Stairs from Sliding Door

Hello Guys,
I removed my deck and made some repairs. My wife and I think we want to do stairs down from the sliding doors to the ground where we'll put patio pavers. My wife doesn't like the railing most stairs but she likes this config.

I found that where I live we conform to IRC 2012 and in IRC 2012 it lists that

R312 Guards shall be located along
open-sided walking surfaces, including stairs, ramps and
landings, that are located more than 30 inches (762 mm)
measured vertically to the floor or grade below at any
point within 36 inches (914 mm) horizontally to the edge
of the open side.

My sliding door is 29.5-31.5 inches above the ground. SO if I bring up the dirt a smidgen so I am below that 30 inch requirement, am I good to make these stairs without railings?

I found this link which seems like it has most of the steps to building stairs and I would just do the math to angle them around, may even use a jig to make them rounded on the end. I'm not sure it's very good but has more info than the books I have bought so far.

Is there a technical name for the type of bracket I should use there?

The old 8x10 deck only had 2 4x4's sunk 12" in the dirt 8' from the house so it pulled away from the wall something awful, I'd like to avoid that if possible. If you know of better guides or other material I could read that would be awesome as the 2 deck books I bought are not very good.
 
Does the code say anything about a landing out side the door. I would build a landing to 36" from the door. I would lower that landing about 6" below the inside floor which would help with the height. If you are going to have a solid surface below I would just build it to sit on that surface.
 
R311.7.6 Landings for stairways. There shall be a floor or landing at the top and bottom of each stairway. The minimum width
perpendicular to the direction of travel shall be no less than the width of the flight served. Landings of shapes other than square or
rectangular shall be permitted provided the depth at the walk line and the total area is not less than that of a quarter circle with a
radius equal to the required landing width. Where the stairway has a straight run, the minimum depth in the direction of travel
shall be not less than 36 inches (914 mm)

Okay, so if I do a 5" drop to the landing then do a 21" 3 stair stringer that should work ... That seems straight forward enough. I guess that's probably really what that picture is showing except it is level with the patio door.
 
... Uhhh here's the deck idea I have starting to form in my head. If it's this big I don't think I'd want to waste the money/cost of putting pavers under it.

I would still build it free standing on pads.
The 45* corners are really tricky stringers. You will have a lot of stringers to cut.
 
Sooo, the building inspector ageed with what you said, free standing on pads. He also said it would be easier to frame than cut stringers... He also said the first step being 4 inches is a bad idea so I'm going to tweak it a bit. I'll post an updated picture.

Building a series of platforms instead of stringers would be a lot easier. TOH did stairs like that on a project a couple of years ago, I tried to find the video on their website but it didn't come up. Having never built stairs like that I was a bit surprised at how many stringers it took.
