Cold upstairs, should I shut off the fans?

My master bedroom has a ceiling fan. The stairs to the top floor, which it i on, has a ceiling fan. I have switched them over to the winter direction.

The house is set to 22C/71.5F
Upstairs in the bedroom, it is 69F

The house is a 2 story house. The thermostat is on the main floor. The vent in the Master Bedroom is not blocked.

Any reason why it would be so cold?
 
Could be any one of at least a dozen things.
Is there a return vent in the room and if so is the filter clean ?
Is there a gap of about 3/4" under the door?
Enough insulation in the attic,and has the attic been air sealed?
Old leaky windows?

Door is left open. Just like last year, and I wasn't cold.
Attic actually has too much insulation.
Return vent is in the hallway.
Windows are not leaking.
