What can I do to remove this pond?

Every time it rains a lot, we end up with this pond in our backyard. My yard sits in between my neighbors' from both sides in elevation, so there has always been a stream flowing through my yard during heavy rains. But lately the water has been collecting at the fence. My neighbor recently might have raised his side by adding sand and rocks which might be the reason for this. What can I do? I have bamboo in the back of my yard so digging anything there would be a pain, but I am open to any suggestions. TIA!

Looks like all you can do is what the neighbor did.
Build up that spot gradually, with old leaves, extra dirt from planting, wood chips, etc.

That will force the water to settle over a wider area, where it has more chance to soak in and down.

Also ask your neighbor to remove his fill.
It is illegal to cause your surface runoff to be diverted to a neighboring property.
Ask your city or village about that.
He is blocking up his portion of a swale.

What's a good way to layer this to prevent it to be washed away by the next heavy rain? I was actually thinking of putting some pavers there to raise it but if organic stuff works too it might be cheaper and less work for me -- although I suspect make take a lot longer since I would have to do it gradually.
