Mildew looking stains every time it rains.

Take a picture of the roof above that area.

This could be a pretty big issue.Pictures above do help us figure it out faster. Please tell me this is your basement bathroom.

I know its not the roof cause we just had it along with the gutters replaced a few weeks ago.

Its iur basement bathroom/laundry room.

If this is a basement bathroom, you need to remove the sheetrock and see what is going on behind the wall. Most likely you have a cracked foundation and the water is pooling on this side of the house. It looks like you also may have a pretty bad mold situation behind that wall. Plenty of fans to the outside, and some bleach sprayed on anything black will at least help to control the spreading of mold through the home. And always wear a fine particulate respirator.

Or call in a professional to fix it....worth the $$ in my opinion.

I think your right. I just bought the house last year and im not surprised by much with this place anymore.

Im gonna tear the wall back to get a better look and probably get a professional to remove it. Better spend a little now than a lot later.
