If you have a series connection, then it is normal for all the lights to turn after turning on the switch. If you have a parallel connection, then that's the time that you could add another switch intended for the other light.

So do you think that there is no issue at all here? That it is normal for the bidet and the seat to act that way?

Yeah, you have to use bug spray to eliminate spiders. There are lots of products in the hardware for you to use from.

I guess the new ballast has something to do with here. Have you tried replacing the new ballast with another one?
