Condensation from neighbors dryer vent

I'm curious why our neighbors dryer vent would be spewing out visible condensation and ours would not. They are about 40 feet apart, temperature is around 42°, both running at the same time.

I have a few thoughts: Too much lint in their vent (i cleaned ours out a few months ago). They overload their dryer so more water vapor is being exhausted. They have one of those new steam dryers so, again, more water vapor.
 
Your dryer is not hooked up to the vent. Or it is blocked. When was the last time it was cleaned out?. If it is not maintained...it usually does not dry your clothes efficiently, or starts a fire.
Disconnect it and clean it out as soon as possible.

If they are not at the same stage of drying there would be a difference in the amount of moisture in the air coming from the dryer.
 
Apples and oranges. Amount of water left in the clothes at the washer. Heat of dryer, length of duct before it gets outside. Amberint air temp out side. Air around the vent in the garden may be cooler than yours, there is evidence of moisture on your concrete so checking flow rate and maybe cleaning is required but maybe will never look like the other.
