The drawing is right there on the ballast for you.
 
It's what DIY Handyman Dave starts doing at around 5:00 that I wanted to know how to do.

Your video isn't showing up but I went directly too it instead.

That is EXACTLY what the above referenced document points out.
red on one side and blue on the other.
Make sure you ground the ballast.
(Well, it doesn't say put the wire in the hole, but , not to be a smarty pants, isn't that self explanatory?)
 
I don't know how to explain it any better he showed. Trim about 3/8 inch of insulation off the wire and push it into the hole. Actually the wires as they come on the ballast probably have the ends trim already.
 
I think the confusion that may be with macandal is that the ballast he has is a two bulb and the one in the video is a four bulb.

macandal - look at the ballast that you have (diagram on ballast) and look at the video (look carefully) at the diagram on the ballast that he is installing. You will see four bulbs on the diagram. Also your two bulb ballast will only need 4 in total tomb-stones (the white sockets that the bulbs connect into) where as the video he will need in total 8. The difference is he is using a jumper method because he has a 4 bulb ballast.

If not please be a bit more specific as to exactly what part of the installation is confusing to you.

Notice the difference.

He is using the yellow wire connectors as a connection means from the new ballast wires to the existing wires of the light tomb-stones. Sometimes depending on the length of the wires connected to the ballast you buy and the length of the fixture the wires on the ballast may not be long enough to reach from the ballast to the tomb-stones.
