Removing carpet padding stuck to the floor

So, my oldest moved out and I am preparing to get his dump of a room in tip top shape so that I can move out if the living room and have a bedroom again. He came over today while I was at work and my other son helped him pull up the old disgusting carpet and padding..... yay! Except there padding stuck EVERYWHERE on the flooring.... what's the best way to get it off of there?

I have been scraping the floor for about 2 hours..... little over half done.... the floor really NEEDS to come up I think as there is alot of gross stink and water damage..... but.... I've got some odor killing paint I'm going to paint the floor with and then put roofing paper over it and then the carpet remnant I already have. The entire house needs carpeted and the floors are all similar. I'll post pics when I'm done with the floor. Thanks for the suggested materials!
 
Wether the flooring is wood or concrete, you'll be far better of using a mixture of bleach and DAWN than roofing felt.
 
The roofing paper is more to protect the floor from getting worse, until im in a better financial position to put thin plywood over top it.... I pulled up a 4 x 16 foot area of flooring in the living room last year and replaced it..... yeah, while it wasn't hard to do, I just had a rotator cuff repair in 2016 and I paid the price for that. ALL OF the floors need to be pulled up and replaced or... since I don't intend to sell... a thin layer of plywood put over top of them for my own piece of mind.
 
If you are trying to protect the subfloor from moisture, you could use 6 mil plastic instead of roofing paper. The roofing paper just sounds wrong in this case and i don't know what it offers that other material can't provide. If the remaining padding isn't lumpy, just roll a new carpet pad over it. Some padding has moisture barrier on both sides so it may kill two birds with one stone.

I have a carpet remnant I'm going to put in the room. The whole house needs new carpet and padding but my mom lives with with, has cats, and is somewhat of a hoarder.... so, I don't intend to put new. CArpet, padding down until either I can purchase a single wide trailer in decent condition for my mom to live in, or until her cats fie or she passes. Theres no reason to waste the money or time. I do wish there was a way i could get rid of the smell. I bought some odor covering primer i thought i woyld try. It was on clearance.
If you have better suggestions besides ripping the floor up... let me know.
 
You'll have off-gasing with lime.
You need to use a product that dilutes, then absorbs.

Even water and cat litter will do that.
 
So, I bought a new mattress today, I painted over the gross floor after scraping it all and then I put the roofing paper down..... I swore I wasn't sleeping in here until it was totally done but I'm going insane... so, here's what we have currently, hopefully next week I can bring the carpet remnant in, I still have some painting to finish also
