I think its the result of my neighbor's garage roof and gutter which perpendicularly connects to my property (pics attached). there is a gap between their gutter and my wall, but the roof slops further than the gutter. My theory is water from the room is coming down directly onto my siding and leaking into my wall because there is no gutter to catch it. Whats a way to solve?

I think I would talk to the neighbor and come up with a joint solution. I can see this becoming a touchy situation unless both parties are in agreement as to what needs to be done. Looks like it's an old problem, based on the foam spray band aid attempt to stop a leak. It looks like the solution, to fix it right, may take work on both properties, which is why I suggested talking to the neighbor first. Maybe sell the neighbor on their roof benefiting from the repair also. They may even share the cost if they see it would benefit them also.
 
The step flashing and kick out should be visible, You need a good roofer to look at this flashing job. It should look something like this.
 
Neal is spot on. Siding and flashing need to be redone. The siding should NEVER come in contact with the shingles and the abscense of kick out flashing will cause your problem. By any chance a homeowners association involved in exterior maintenance?
 
They're supposed to be, but they are pretty useless so far. I think I will get a couple of quotes from roofers and then take that to the HOA and my neighbor...hopefully it won't be so expensive that it will result in an impasse
 
Here we have strata where you own the interior and the whole group owns the exterior so the strata would be on the hook for the repair.
