I have brick steps going into my house that run 8 high, after twenty years of weather and ice they are starting to crumble and fall apart. My question is can I anchor treated wood to the sides and just cover with composite decking or regular treated wood? would I need to leave a space between the brick and wood to keep moisture at bay?

Please post a picture so we can see what your seeing.
What your suggesting doing is not a great plan for several reasons, been there done that.
With pressure treated wood it will rot out in no time because it can not dry out, it expands and contracts a lot and will loosen the screws in the brick over time.
Composite also needs air flow or it will mold up.
The TapCon screws will look like poop.
 
Only have a picture to go by, but it looks like it just needs pressure washing, tuck pointing , a couple of bricks replaced to look like new.
 
It would be a shame to cover them. They look like they add personality to the house. It could be a DIY project to repair them like Joe said. Or get an estimate from a pro. It might not be so bad compared to the time and materials to cover the whole thing.
