I do not know if this is normal, or where it is coming from.

The air handler/furnace inside should have a condensate line that goes somewhere. I can't tell by the picture if the drain is exiting your house near the outside unit or where the water is coming from. Where is your inside unit in relation to the outside unit? Is it on a lower level like in a basement or crawlspace? Where does the drain from the inside unit go? Do you have a small pump near your inside unit to pump the water out or does it go via gravity into a drain somewhere?

I assume the water isn't from the hose laying near your AC in the picture.
 
I also can't tell from the picture, do you have an all in one unit typically called a "gas pack" and no inside unit? With a gas pack the furnace is outside and the air is ducted into the house from outside. I didn't see those when I lived near you in Ashburn VA. They are pretty common here in NC but our winters are much milder than yours.
 
Hi,

This inside unit is down the hallway on the first floor. I'll check to see where the drain runs from the inside.

The orange cover up patch, that was put on the exterior wall outside, is dry underneath. I thought it was coming from there.
